EU external assistance instruments

Opportunities for Belarus

All the EU external assistance instruments work based on Regulations and based on single rules not depending on the site of their implementation. The Programmes are based on long-term strategies, multiannual Indicative Programmes and annual Action Programmes. Belarus has access to one regional instrument (European European Neighborhood Policy Instrument, ENPI), all five horisontal (thematic) instrument of EU external assistance and five thematic programmes within the Instrument for Development Cooperation (DCI).

ENPI, DCI and the Instrument for Nuclear Safety (INS) are replacing Tacis Programme which was active in Belarus in 1991-2006. All the presently acting Tacis Projects and all obligations of the European Commission connected with them will be implemented.

The EU external assistance instruments may be used by the National Assembly of the Republic of Belarus, national public offices, local public offices, NGOs and other non-profit organisations in Belarus.
