The ENPI Thematic Programmes - Guidelines for Belarusian participants

 

Thematic Programmes are operated within the European Neighbourhood and Partnership Instrument (ENPI). The ENPI is the main European Union external assistance instrument operating in Belarus for the period to 2013. The thematic programmes are meant for financing priority areas not covered by ENPI National, Regional, Interregional or Cross-Border programmes.

Therefore these programmes can be used by:

Belarus can participate in five ENPI Thematic Programmes:

  1. Investing in people (Programme Webpage)

    Priorities:

    1 – Health;

    2 – Gender Equality;

    3 – Education;

    4 – Social Security;

    5 – Culture;

    6 – Children and Youth.

  2. Environment and sustainable management of natural resources including energy (Programme Webpage

    Priorities:

    1 – Forests;

    2 – Climate Change;

    3 – Renewable Energy Resources.

  3. Non-state actors and local authorities in development (Programme Webpage)

    Priorities:

    1 – Design and implementation of local development strategies;

    2 – Introduction of innovative approaches;

    3 – Fostering the involvement of people in the process of local development;

    4 – Enhancing the quality and accessibility of public unities.

  4. Migration and asylum (Programme Webpage)

    Priorities:

    1 – Fostering the links between migration and development;

    2 – Promoting well-managed labour migration;

    3 – Fighting illegal immigration and facilitating the readmission of illegal immigrants;

    4 – Protecting migrants against exploitation and exclusion;

    5 – Promoting asylum and international protection.

  5. Food security (Programme Webpage)

    Priorities:

    1 – The delivery of international public goods contributing directly to food security (e.g. agricultural research, food security information systems, etc);

    2 – Food security in situations of post-crisis transition

    3 – Innovative policies and strategies in the field of food security (pilot projects).

Thematic programmes are multi-country programmes elaborated and managed by the European Commission (EC). Each programme is operated under regulations adopted by the European Parliament and Council of the European Union.

The overall budget for the thematic progrmmes is more than 4.7 billion EURO. The financial resources are allocated annually.

There are two types of projects within thematic programmes: those based on terms of reference and those based on project applications.

Projects based on terms of reference are implemented mainly by international organizations through direct contracts.

Projects based on project applications are implemented by a wide variety of stakeholders through global and local calls for proposals. Participants from Belarus are national and local authorities, scientific and research institutions, educational institutions, funds, associations, NGOs and other non-profit organizations.

Project applications are submitted to either the EC in Brussels or the EC Delegation to Ukraine and Belarus in Kiev depending on the type of call for proposals.

BASIC STAGES OF PREPARATION, SUBMISSION AND EVALUATION OF PROJECT APPLICATIONS WITHIN THE ENPI THEMATIC PROGRAMMES

  1. Formulating the idea

  2. Finding partners

  3. Programme selection (researching Internet and other sources of information)

  4. Researching the selected Programme (visiting the Programme website)

  5. Checking the Internet for the call for proposals on the websites of the EC, the EC Delegation to Belarus or the Programme.

  6. Familiarization with Programme documents (the application form together with the guide for its completion)

  7. Completing the application form

  8. Sending the application form to the EC in Brussels or the EC Delegation in Belarus

  9. Consideration of part one of the application -the concept note - (45 days from receipt of application)

  10. Evaluation and approval of the concept note (2 months)

  11. Consideration of part two of the application - the main project proposal - (45 days after approval of the concept note)

  12. Project proposal evaluation and approval by the Evaluation Committee* (1 month)

  13. Signing of grant contract (1 month)

*Projects approved by the EC must also undergo a national approval / registration procedure in Belarus.
